If you live in the 2nd Congressional District, you probably had one in your mailbox mid-December just like I did: a six-page newsletter from U.S. Rep. John J. Duncan Jr., his “Washington Report.” Certainly he hopes you’ll note his repeated themes of Washington wastes your money, ruins everything and spends too much. He also may hope you gloss over the small print: “This mailing was prepared, published and mailed at government expense.
